The fire did not spread to the surrounding park and was extinguished within 30 minutes.

Residents are grateful for the quick and professional work of the firefighters; however, most residents in the area are concerned about the problems, especially the fire in the park. Locals report that emergency calls to the police, 911, 311 and “non-emergency calls” are ineffective.

Both the LAPD Hollenbeck Division and the South Pasadena Police Department have their hands tied on most “non-emergency” calls because of confusing and restrictive directives issued by the Los Angeles City Council and the Los Angeles Border Crossing for South Pasadena. This has been an ongoing administrative problem for years.

Fires are a major problem. Residents of LA and South Pasadena, which surround the park, have to wait for a major event to receive help – usually from the fire department. The South Pasadena resident spoke to residents: “…Preventive policing is difficult for the police due to policies and resources…” Other residents noted: “…It’s not the police’s fault. The vagrants seem to be addicts who could use help – but they refuse it…. The police can’t force them to accept help and get themselves into a better situation…”

It is worth noting that the South Pasadena Police Department has responded and is sending additional patrols to the park area, however, due to LA city limit issues, these are limited.
