Horizon Goodwill begins construction on future grocery store near downtown Hagerstown

Horizon Goodwill Industries held a groundbreaking ceremony in late July for the renovation of a grocery store near downtown Hagerstown with the goal of providing affordable access to healthy food in an area considered a food desert.

David Shuster, president and CEO of Horizon Goodwill, said the grocery store at 200 N. Prospect St. is scheduled to open late this year or early next year.

The U.S. Department of Agriculture describes a food desert as an area “where people have limited access to a variety of healthy and affordable foods,” it says on its website. Shuster said this can also include problems with access to transportation, such as owning a car.

Horizon Goodwill’s goal is to offer a diverse mix of foods, including fresh fruits, vegetables and meats, at affordable prices in the expanded downtown area, where residents today may pay convenience store prices, Shuster said.

The nonprofit opened its second Horizon Corner store in April in the Hagerstown Housing Authority’s Walnut Towers complex, Shuster said. The first store opened a little more than two years ago in the housing authority’s CW Brooks building on West Baltimore Street. Both stores are open to the public, although the Walnut Towers store has better street access.

Shuster said both stores are geared more toward the convenience sector, with Goodwill trying to offer fruit and healthier prepared meals in addition to typical groceries like potato chips and candy.

Part of the effort, including at the upcoming grocery store, is to respect people’s choices and dignity when selecting the food offered, Shuster said. While there will still be products like chips, the selection will not be as wide as in a regular grocery store.

Horizon Goodwill will hold community meetings to find out what products residents like and need in the area of the future grocery store, he said.

According to Shuster, renovation costs are expected to be between $1.5 million and $1.75 million.

The project is supported by numerous grants and donors, the two largest coming from the Maryland Department of Housing and Community Development and the Appalachian Regional Commission of the State of Maryland.

Like Goodwill’s other programs, the grocery store will be a job training opportunity. Goodwill store employees will receive training and work experience that could help them get a job at a for-profit grocery store.
