Procedure Type 3 (Design Review with Changes) – pending
Address: 1362 NW Naito Parkway

The Centennial Mills redevelopment site will feature three buildings of five to six stories with underground parking. The project also includes the development of Greenway Park and a walking trail along the river. Plans call for 281 residential units, retail space along Naito Parkway, and 174 parking spaces. Rainwater will be treated and retained via eco-roofs and rainwater planters.

The Jefferson High School modernization is designed for an average capacity of 1,700 students. Additional space is needed to support dance and theater programs and expanded community partner programs. Plans call for a facility with approximately 320,000 gross square feet. The project team is seeking time during the Historic Landmarks Commission meeting on September 9 to update commissioners on the project and gather feedback on the design approach.

The proposal involves replacing the two entrance doors of the building with a new single-leaf entrance door. The affected façade area is less than 50 square meters.

The project team proposes a reuse of the five-story, 25,000-square-foot Oregon Casket Building. The building would house 34 residential units, including two live-work units on the ground floor and one retail unit. The scope of exterior work would be limited to refurbishing existing windows and doors, rebuilding the storefront along Fifth Avenue, and installing protection for rooftop mechanical equipment and overflowing elevators. Existing stormwater drainage and disposal would be retained. The existing utility shaft beneath the sidewalk along Flanders Street and access to the shaft would also be retained.

Plans call for replacing Ida B. Wells High School with a new four-story building that will house approximately 1,700 students. The site redevelopment will include pedestrian/bike paths, parking, athletic fields and field support structures. An existing swimming pool operated by Portland Parks & Recreation will remain, as will the existing Rieke Elementary School buildings. The new school will include a theater, music and choir rooms, cafeteria and community spaces, and a media center, as well as classrooms and science labs, art rooms, workshops, and a variety of specialized learning environments. The school will also house a child care center and a health clinic.


Procedure Type 1x (Historical Resource Review) – pending

Owner: St. Michael the Archangel Catholic Church, Portland

Plans call for safety improvements including minor exterior demolition and minor exterior changes to the landscaping and entry sequence on Mill Street. There are no interior works, occupancy changes or egress changes associated with this permit. The facade area affected is less than 500 square feet.

The proposal calls for the demolition of interior partitions and exterior walls on the east side of the existing 5,500 square foot building on a 10,504 square foot lot. Work would also include a new roof and structural (earthquake resistant) improvements as needed. The proposed change of use is for a daycare center with two classrooms and ancillary spaces (offices, restrooms, kitchen, break room, indoor playground and storage). A shop entrance and a recessed main entrance would be built near the classrooms. A single window arrangement on the south and east sides is also proposed. Proposed work on the site would include a playground, a garbage collection plaza, landscaping and modified parking (to bring the building up to code). Sprinkler systems are not proposed.
