Park City School Board votes to extend contract with superintendent and proposes property tax increase

The next meeting of the Park City School District Board of Directors will be Tuesday, August 20. On the agenda is a vote on extending Superintendent Jill Gildea’s contract.

The handling of Gildea’s contract has been a point of contention among board members in recent months. Chairman Andrew Caplan KPCW said in June The board planned to renew Gildea’s contract this year, prompting parents in the district to circulate a petition on Change.org with the request not to renew Gildea’s contract until voters elect new board members in November and they take office in January. Board member Meredith Reed had previously said she would ask that the vote on Gildea’s contract be postponed until January.

The board is also divided in contract renewals, partly due to the superintendent’s performance evaluation process.

Reed and fellow board member Nick Hill said they have not been involved in a state-mandated review of Gildea’s performance since joining the board in 2023. Hill said he also “has not seen any information on past performance reviews.” The Utah School Boards Association supports the review this year.

On Tuesday, Hill told KPCW he had not yet seen this year’s performance appraisal materials.

KPCW submitted a request on July 17 to disclose copies of Gildea’s contracts since she was hired in 2018 and copies of her annual evaluations. The district said in an email that it would need at least 20 business days to comply with the request. As of Tuesday, KPCW had the contracts but not the annual evaluation documents.

The board is also proposing a property tax increase and will hold a truth in taxation hearing after the 4 p.m. meeting.

If the proposal passes, the county tax on a $1.1 million residential home would be $2,187.68, an increase of $133.10 per year. The county tax on a $1.1 million business would be $3,977.60, an increase of $242 per year.

The public is invited to voice their opinion at the 6 p.m. hearing. Both sessions will be held at the Park City School District building on Kearns Boulevard.
