Procedure Type 1 (Design Review) – pending
Address: 4310 S. Macadam Ave.
Applicant: Andrew Smith of Hennebery Eddy Architects
Owner: 4310 Building LLC

The proposal calls for the creation of a second vehicle exit in a four-story building. Work would include construction of a new vehicle exit door, paved driveway, and associated infrastructure. The goal of this work is to increase occupant safety by creating a second exit from the ground floor parking garage in the event of an emergency. The proposed driveway adjoins the Oregon Department of Transportation right-of-way to access the adjacent property, which is co-owned with the subject property.

Plans call for converting about 15,500 square feet of the 17,569 square foot building into a daycare center. The use of the remaining space would remain the same. Part of the western boundary of the parking lot would be converted into a permeable playground area. The proposal calls for minor exterior changes — additional windows and doors.

The proposal calls for the installation of a sign and channel letters on the cable road. They would be mounted on the existing canopy. The sign would be illuminated with LEDs and connected to an existing electrical circuit.

The project team proposes a reuse of the five-story, 25,000-square-foot Oregon Casket Building. A renovation would create 34 residential units, including two live-work units on the ground floor and one retail unit. The scope of exterior work would be limited to refurbishing existing windows and doors, rebuilding the storefront along Fifth Avenue, and installing shields for rooftop mechanical equipment and elevator overflows. Existing stormwater drainage and disposal would be retained. The existing utility shaft is located beneath the sidewalk along Flanders Street, and access to the shaft will be retained.
