Bodycam video of a deputy shows alleged use of force by the police officer

JONESBORO, Arkansas (KAIT) – A day after Jonesboro police released the personnel file of a former officer accused of punching a handcuffed suspect in the head, K8 News has obtained video showing a deputy intervening.

On the afternoon of August 8, inmate Billy Coram escaped from the custody of the Craighead County Sheriff’s Office while being evaluated at a local hospital.

Deputy Chris Ditto, who was about a block away, arrived on the scene to find four Jonesboro police officers on Church Street. According to his initial incident report, Coram was lying on the ground in handcuffs.

Since there was no cage unit available for him, Ditto asked Jonesboro police Officer Joseph Tucker Harris to take Coram to the Craighead County Detention Center.

Ditto said that on the way to the prison, Harris stopped his patrol car on Willett Road, not far from the detention center.

“(Harris) jumped out, opened the back door and waved for me to come up,” Ditto said, adding that Harris “leaned into the car and started hitting Billy several times.”

Ditto ran and opened the rear passenger door, where he found that Coram was “not moving.”

Video from the officer’s body-worn camera showed him running back to the driver’s side of the patrol car while Harris pulled out an ASP baton and began massaging Coram’s chest until he woke up.

The same thing can be heard over the video radio in the booking department, with the request to have a nurse present upon arrival.

When they reached the prison, Ditto and Coram said, they were “still arguing.”

“At this point, I and the prison staff had Billy pinned against the wall and were attempting to calm him down,” Ditto stated in his report. “Out of the corner of my eye, I saw Harris attempt to strike Billy again.”

Prison staff intervened and removed Harris from the room.

“During the entire transport and in prison, Billy was tied behind his back,” Ditto explained.

Ditto later contacted Detective David Bailey about the incident, who allegedly told him to file a report so the incident could be investigated. Bailey then contacted Captain Ron Richardson about the allegations of excessive use of force.

Richardson stated that he and Bailey reviewed Ditto’s bodycam video on Friday, August 9.

While the video does not provide “a clear view of what was happening inside the patrol unit,” Richardson noted that he “apparently observed several punches by the Jonesboro police officer.”

After reviewing the video from inside the sally port, Richardson contacted Captain Stephen McDaniel of the Jonesboro Police Department and shared his observations.

“Captain McDaniel has requested copies of all available jail video and Ditto’s body cam,” Richardson said in his report.

Later that day, Jonesboro Police Chief Rick Elliott announced Harris’s firing and released a video from his patrol car.

According to JPD, the Federal Bureau of Investigation is investigating the case.
