Bryan City Council approves launch of “Scofflaw” program to collect millions in unpaid fines in city courts

The Bryan City Council decides, without public discussion, at its August regular meeting to hire an outside company to prevent car owners from renewing their registration online until Municipal Court traffic fines are paid. Chad Eixmann This is for more than 10,000 people who have warrants issued for their failure to pay more than $5 million in fines. Eixmann said the scofflaw program, supported by the new municipal court chief judge, allows their contractor to tag vehicles through the Texas Department of Motor Vehicles. Eixmann also said tax collectors have the option to block extensions, but he said they prefer to do the extensions themselves. The city’s contractor does not collect fees from the city or the vehicle owner. There is no scofflaw program in College Station. A statement from College Station Municipal Judge Ed Spillane to WTAW News said, “We have considered it over the years, but by law the county tax collector ‘can’ withhold registration. Up until this point, the county tax collector had decided not to participate and hold up vehicle registrations, so we have not spent any money on the scofflaw program. We participate in the Omnibase program, which denies defendants who do not pay or do not appear in court the renewal of their driver’s license after the deadline until they resolve their cases.” The City of Bryan is also blocking driver’s license renewals for unpaid municipal court fines.
