The Los Angeles City Council on Tuesday, August 27, approved a proposal to inspect and enforce regulations at a Wilmington mobile home park following complaints about public health and other safety issues.
Council members voted 13-0 to support a motion by Councilman Tim McOsker, who represents the 15th District, which includes Wilmington and other waterfront neighborhoods. The councilman called on housing, fire and police departments to provide information about citations, violations, nuisances or other problems at the mobile home park, known as Oceans 11.
Council President Paul Krekorian and Councilwoman Katy Yaroslavsky were absent from the vote.
McOsker also amended his request to expand the inspection to 1025 McFarland Ave. Sophie Gilchrist, communications director for McOsker’s office, pointed out that the second address is another location that was flagged for not being “properly maintained.”
Department staff will be tasked with providing a list of all reported citations or violations, as well as complaints from park residents and nearby residents.
According to the City Council motion introduced on June 28, between July 2023 and March 2024, the Los Angeles Police Department responded to numerous emergency calls ranging from missing children to attacks with deadly weapons.
“There are clear and current public health, safety and welfare issues at Oceans 11, and the impacts of this Wilmington RV park must be taken seriously,” the motion states. “To mitigate any issues at Ocean’s 11 RV park, an evaluation of how the City has responded to requests for services, nuisance abatement issues, and – ultimately – quality of life issues is needed.”
Gilchrist also explained that voters have raised concerns about RV parking. In some cases, RVs often wait for days in the surrounding neighborhood until a spot opens up in the park, causing congestion and limiting parking options for residents.
Some of those RVs and vehicles entering and leaving the RV park are either unregistered or have expired licenses, she added. The RV park is also overcrowded and there are concerns that vehicles may not be able to leave the area in the event of an emergency.
The Planning and Land Use Management Committee approved the application earlier this month.
