City Council approves mixed-use development at 16955 Sherman Way in Lake Balboa

The Los Angeles City Council has approved new zoning regulations to facilitate the redevelopment of a closed Sizzler restaurant in Lake Balboa.

On August 16, the Council approved a zoning change for a site in 16949-16955 Sherman Way, There, Lion Signature, Inc. has proposed the construction of a new four-story building with 111 studio, one- and two-bedroom apartments over approximately 4,500 square feet of ground-floor commercial space and parking for more than 160 vehicles.

As a condition for approval, 13 of the new apartments would be intended for rental purposes. affordable housing for very low-income peopleThis amount is required by Measure JJJ, which requires all applicants seeking a zoning change or General Plan amendment to include affordable units in their project.

Alajajian Marcoosi Architects is designing the proposed development, which is shown in the plans with an external facade of painted render, composite wood panels and metal cladding. The plans also show an E-shaped floor plan, leaving space for small courtyards on the ground floor and a recreational terrace on the roof.

The item had originally gone to the council’s Planning and Land Use Management Committee for consideration in June, but was postponed due to community opposition. At the project’s hearing before the City Planning Commission in February 2024, residents of the surrounding neighborhood argued that the project would contribute to worsening traffic congestion and loss of privacy. Although a representative of City Councilmember Imelda Padilla attempted to reduce the scope of the project at that hearing, the project will proceed at the originally proposed height of four stories.
