Construction in West Plains Park to begin soon

Construction at Camas Meadow Park is scheduled to begin this fall, with the groundbreaking ceremony planned for late September.

“The design team has submitted an early site package for approval that would allow for earthwork and some utility work to occur this fall,” says Julia Culp, project manager and landscape architect for Spokane County Parks. “The West Plains soils are difficult in the spring when moisture is present. This fall earthwork would give us a head start on next year’s construction.”

The community park, owned and managed by Spokane County, is to be located on a 10-acre site at 9817 W. Melville Road, just south of the Plains Golf Course, which previously was known as The Fairways Golf Course.

According to Culp, Camas Meadow Park is expected to be completed in fall 2025.

The zoning permit, filed last month and currently under review by the county, lists Spokane-based Garco Construction Inc. as the contractor on the project. The Spokane office of DCI Engineers and Liberty Lake-based Michael Terrell Landscape Architecture PLLC Also are included in the project’s design-build team.

When completed, the park is expected to include an adult softball field and youth baseball field, a basketball court, four pickleball courts, a fenced dog park, an event plaza with space for community events and food trucks, a playground, an open grass area large enough for two soccer fields, walking trails, a restroom, two shelters and nearly 90 parking spaces.

In November 2022, Spokane County Parks, Recreation & Golf received a $6 million grant under the American Rescue Plan Act to acquire, plan, design, permit and develop a 10- to 20-acre community park, originally to be named West Plains Community Park.

The property on Melville Road, which was previously used for agricultural purposes and on which a single-family home that has since been demolished was located, was acquired by the county in March 2023.

According to the project’s master plan, a 10-acre parcel of land south of the park could be acquired for a future expansion of Camas Meadow Park.
