Days after fatal shooting, city closes Shamrock Bar

NEW ORLEANS (WVUE) – New Orleans authorities have served a cease and desist order on the Shamrock Bar and Grill just days after a fatal shooting in the parking lot.

A New Orleans Fire Department inspector confirmed the order following an inspection conducted on Wednesday.

NOFD Chief Zachary Gremillion told media on Friday that the company was accused of 46 violations, including a faulty fire suppression and fire alarm system and only a single exit from the upper part of the building. He said the inspection was routine and had nothing to do with the shooting.

“We use our laws and regulations as a basis for determining whether a facility is safe or not,” he said. “The conditions in which the young lady is working will provide insight into what is going on. But this is routine practice of the New Orleans Fire Department’s Fire Prevention Division.”

Gremillion says the company will have to submit new floor plans to the state fire marshal and go through the city’s permitting processes before reopening.

Early Sunday morning (Sept. 1), two groups of women got into an argument in the parking lot on South Carrollton Avenue when Chante Mark pulled out a gun and fired at a car full of women, according to police. The car struck a fire hydrant and overturned.

Raven Francis died of a gunshot wound and, according to police, four other women were shot and taken to the hospital.

Mark was arrested at a Chalmette hotel and booked into the Orleans Parish Jail on second-degree murder and aggravated assault charges. She is being held on $1 million bail. Police believe more arrests are possible.

According to court documents, Mark was arrested in connection with a murder in 2023, but prosecutors declined to file charges against her.
