Glendale City Council votes for garbage collection fee and stricter regulations for short-term rentals

GLENDALE, AZ (AZFamily) ― The Glendale City Council passed several ordinances Tuesday night, including a new solid waste collection fee, tougher penalties for short-term rentals and the sale of tens of millions of dollars in bonds for numerous city projects.

Glendale residents now pay 91 cents per month in fuel fees for solid waste collection.

The city conducted a study that found the cost of the service had increased due to fuel prices. Now, some of that cost will be passed on to the customer by June 2025. Preload and commercial fees will increase by 3%, the roll-off pull fee will increase to $276, and the per-ton disposal fee will be $33 for commercial customers. Only one council member voted against the ordinance.

“I don’t think it’s fair that our residents have to continue to pay higher fees or surcharges when fuel prices go down, and conversely, it’s not fair that when fuel prices go up, the city has to raise additional money to offset fuel fees,” said Glendale City Councilwoman Joyce Clark.

Council members unanimously passed ordinances for new regulations and stricter penalties for short-term rentals. The new ordinance does not allow short-term rentals to operate other than vacation rentals, including a “pop-up retail business.” Short-term renters must now notify neighbors of single-family homes “directly across from and diagonally across” the rental property.

The short-term rental owner must provide his or her name and a 24-hour emergency number to these neighbors. Owners who fail to provide contact information face a $1,000 fine.

The Glendale City Council also voted unanimously to sell over $48 million in city bonds for various city projects, listed below.
