HEB, apartments and more planned for mixed-use development in Allen

If all goes according to plan, a 60-acre mixed-use development in northwest Allen will soon be home to a HEB, apartments, townhomes, office space, a hotel, restaurants and shops.

Mabrie Jackson, executive director of public affairs for HEB and Central Market, confirmed that the grocery chain intends to build a store on the property, but there are no immediate construction plans.

According to state documents, work on the housing units at the southeast corner of Custer Road and State Highway 121 is scheduled to begin in November.

The latest on retail openings, closures and trends in D-FW.

The project developer is Dallas-based Trammell Crow Company. Company officials said plans are not yet finalized and declined to provide further details about the project.

However, the Allen Economic Development Corp. and state filings and tax records offered insight into early work.

Plans for a project in this corner of Allen have been around for years. Three companies own the 60 or so acres on which the project is planned – HEB, Trammell Crow Company and the Allen Economic Development Corporation.

HE-B’s interest in the land is approximately 18.8 acres, and Allen Economic Development Corp. owns approximately 5 acres. Collin County tax records show the parties purchased the land in 2023 from TC Custer 121 Owner LP, an entity affiliated with Trammell Crow Co.

Documents filed with the Texas Department of Licensing and Regulation earlier this month show the developer plans to build 433 apartments and 102 rental townhomes on the site. The apartments will include a five-story parking garage.

The estimated construction cost for the project is $118 million. Work is scheduled to begin in November and be completed by the end of 2026. Minneapolis-based architectural firm ESG Architects has been selected to do the work.

The information in the TDLR applications is provisional and subject to change.

Building codes adopted in 2022 limit the total number of residential units on the site to 1,200. The apartments must be built in phases, and construction depends on the development of office, retail and grocery space, city documents say.

Plans from a year or two ago show about 60,000 square feet of retail space separate from the proposed HEB. The current square footage may be less, said Daniel Bowman, executive director and CEO at Allen Economic Development Corp.

A 2- to 4-acre, multi-level park will be located in the center of the development and east of the planned grocery store, he said.

On its five-acre property in the northeast corner, Allen’s economic development company will design and market the land for corporate offices and possibly an upscale hotel, Bowman said.

“From a mixed-use perspective, amenities like restaurants, the park and HEB – wherever they are – are really a gem for us,” he said. “We really believe corporate offices are coming back, and cities like Allen will benefit because people want offices close to where they live. They also want dynamic, walkable locations.”

The HEB would be Allen’s second store. It is located about 6 miles from the first store in town.

Second Frisco HEB opens Wednesday, bringing more butter tortillas and Texas BBQ

The fanfare will likely start again Wednesday when HE-B’s newest store opens at 6 a.m., giving Frisco its second location. Construction on the 12,000-square-foot store in the Four Corners Shopping Center at the corner of University Drive and FM 423 near Little Elm began last summer and is the seventh HEB store to open in North Texas since March 2021, when the San Antonio-based company first announced its expansion into the region.
