Home Leasing celebrates completion of renovation of Flower City Apartments

Home Leasing cut the ribbon on Flower City Apartments on Tuesday, celebrating the completion of a $20 million renovation of 149 affordable housing units on three properties.

The redevelopment project involved the revitalization of four previously dilapidated buildings at three different locations in the City of Rochester: 899 Culver Rd., 699 East Main St., and 1616-1624 North Clinton Ave.

The 149 units will serve households earning up to 60 percent of the area median income, and 56 units will have on-site supportive services available.

The supported housing units benefit from Empire State Supportive Housing Initiative Awards for Person Centered Housing Options and Spiritus Christi Prison Outreach. These services include behavioral health services, life skills training, and educational support.

The rehabilitation included extensive repairs to severely dilapidated and unsafe housing and the modernisation of all buildings, including new boilers, roofs, appliances, low-flow plumbing, LED lighting, new windows and the installation of energy recovery ventilation units.

“Home Leasing’s commitment to revitalizing and improving affordable and supportive housing for so many residents is fundamental to our community,” Rochester Mayor Malik Evans said in a press release. “The Flower City Apartments redevelopment is a shining example of how thoughtful, high-quality, energy-efficient development can improve lives and strengthen our city.”

New York State Homes and Community Renewal provided $20.1 million from the New York State HOME program. The City of Rochester provided $300,000 from the HOME program, which supports the acquisition, rehabilitation and construction of affordable housing. An additional $114,000 came from NYSERDA’s FlexTech program and Multifamily Performance Program.

“Addressing our housing crisis requires a comprehensive strategy that includes both building new housing and preserving our existing housing stock,” said RuthAnne Visnauskas, Commissioner for Housing and Community Renewal.

Investing $20 million to redevelop Flower City Apartments will transform dilapidated buildings into modern, comfortable homes for 149 households that remain affordable and contribute to the vibrancy of Rochester.
