Police report earlier calls to a Point Loma home days before fatal shooting

SAN DIEGO (KGTV) — Flowers line the steps of the home where two people were killed and an 80-year-old woman was seriously injured in a shooting in Point Loma on Wednesday.

Friends of the woman who did not survive the attack say their friend was concerned for her safety. She says the shooter and all three victims were related.

“She and her mother brought guns to my house because they were afraid Billy would do something,” said a woman named Jennifer, who told ABC 10News she was the victim’s best friend.

William Bushey is charged with two counts of murder and one count of attempted murder in connection with the shooting. Police say the woman who survived the shooting is Bushey’s mother.

San Diego Police Captain Matt Dobbs met with ABC 10News on Thursday to answer our questions about previous calls to the home.

He says officers were called to the home twice in the past week after family members became concerned about William Bushey’s behavior. One call was made on Friday, August 16, and another on Monday, August 19.

“There was a concern about weapons. Based on the body-worn camera footage that I reviewed, it was determined that it was actually an air rifle or a shotgun that they had taken from the house into the car,” Dobbs said.

Dobbs says there were comments about weapons on the officers’ body-worn camera footage, but the family did not know if there were any in the house.

“The footage I saw did not show any request to confiscate weapons,” Dobbs said.

The captain says the family also tried to hide kitchen knives from Bushey. He says officers were in the house for well over an hour on the first call and over 40 minutes on the second call.

Dobbs says Bushey did not meet the criteria for emergency psychiatric admission in either case, so officials gave the family the resources they needed.

According to Dobbs, this criterion would be that the person poses an immediate danger to himself or others.

ABC 10News asked Dobbs if a family member expressing concern or fear for Bushey did not meet the criteria, and Dobbs said the following:

“No, from the conversations officers have had with the family, it appears he was only verbally aggressive. There were no specific threats against anyone in the family, no crimes were committed. They were just concerned about his behavior.”

Captain Dobbs expressed his condolences to the families of the victims in his interview with 10News, but stood behind the actions of his officers.

“We ask our officers to make very difficult decisions every day, and even when they make the right decision, which was the case in this case, tragedy can still occur. And don’t think for a second that officers are questioning their decisions because of the aftermath of this incident,” said Captain Dobbs.

Bushey’s first court appearance is scheduled for Friday afternoon.
