Ulster County municipalities receive share of additional sales tax revenue – Daily Freeman

KINGSTON, NY — Municipal budgets across the county are being strengthened thanks to increased sales tax revenue generated in the county.

Under a sales tax sharing agreement between the county and city that took effect in March 2021 and expires in 2026, the county keeps 85.5% of revenue from the county’s 4% sales tax, while the city receives at least 11.5% of the county’s gross sales tax revenues – and potentially more if certain sales tax revenue benchmarks are met.

Under this agreement, the county’s 20 towns and three villages receive three percent of the total sales tax revenue generated from sales tax, even though the county has no legal obligation to share sales tax revenue with them.

The agreement also calls for city and county officials to meet by May of each year to discuss the distribution among the cities and villages of 1% of all county sales tax revenues in excess of the $128,561,331 the county collected in 2020.

According to the office of Ulster County Executive Jen Metzger, the county received $170,569,996 million in sales tax revenue in 2023, about $3 million more than the county budgeted. Of that, $19,573,436 went to the City of Kingston and $6,760,010 total went to the cities and villages, leaving the county with a net amount of $144,236,550.

As a result, local communities will share $1,702,037.96 based on each community’s assessed value.
