The Victorville City Council has approved a professional services modification with LPA Inc. for a conceptual design study for a new police station and public plaza.

The vendor contract would not exceed $1.3 million for the completion of Phases I and II of the Victorville Police Department’s design study for both projects, the agreement states.

The agenda item was approved on Tuesday by a vote of 4 to 1, with Councilwoman Blanca Gomez voting no.

The proposed station would be built on a vacant lot at the northwest corner of Civic Drive and Seneca Road, Mayor Liz Becerra told the Daily Press last month.

“The property was chosen so we could build a station that is almost three times the size of our current station on Amargosa Road,” Becerra said. “We also wanted to build with Victorville’s future growth in mind, which means more deputies and resources.”

The new station will include larger spaces for those brought in by officers. It will also include a public plaza, event space, more parking and offices.

The project will be funded through Measure P, city officials said. No additional funds are needed because the costs for Phases I and II will be reimbursed by San Bernardino County under the agreement approved by the council on June 18.

In June, the Council approved an agreement between the city and San Bernardino County to provide funding up to $3.7 million for the cost of land acquisition and the conceptual design and schematic design of the new police station and Civic Plaza.

In March 2023, Council approved a $382,126 consulting/services contract with LPA to develop a conceptual design for both projects.

The consultant was tasked with selecting the most suitable of two locations for the new police station. These included the parking lot south of City Hall and opposite City Hall, where there are nine undeveloped lots totaling approximately 2.5 acres.

LPA selected the vacant lot opposite City Hall as its preferred site and completed a Phase I conceptual design study for these parcels.

Choose a larger location

The study found that the selected site was not large enough and would not accommodate the police station and public square as planned.

Based on the LPA’s conclusions, city staff began looking for additional parcels that would accommodate the project, and in October 2023, the City Council and Planning Commission held a joint workshop to identify potential sites.

Based on the decisions made at the workshop, City staff presented an analysis of potential sites. The Council then authorized the City Manager to proceed with land negotiations for the four parcels at the northwest corner of Seneca Road and Civic Drive.

With an area of ​​just over 3.6 hectares, the property offers space for the construction of a police station with an area of ​​around 3,900 square meters and a public square with an area of ​​around 1.2 hectares.
